Land and land ownership laws have undergone multiple amendments over time, giving rise to multiple complexities of ownership and transfer. One such informality pertaining to quasi legal ownership, was the Suchit society. These emerged on private land due to ULCRA, 1976. Tenure security is relatively higher in these societies indicated by the housing investments. In 2016, the Gujarat State Government introduced a pivotal act seeking to formalize this typology on private land. My project seeks to understand the current policy framework, and suggest a comprehensive regulatory and financial framework to tackle this informality.
