Statutory Framework for Micro-level Planning
As a part of the Ministry of Housing & Urban Affairs (MoHUA) interventions for area-based development through the Smart City program to retrofit cities and address the lack of infrastructure and services, a need to address physical planning in the cities have also been identified. This manifested as the “Pilot on Formulation of Local Area Plan and Town Planning Scheme (LAP and TPS)” under the AMRUT Mission that seeks to support the preparation of micro-level planning through TPs and LAPs on a pilot basis in 25 identified states.
The study aims to determine the planning paradigm undertaken in the states of Assam, Manipur and Sikkim through reviewing the statutory framework regarding micro-level planning, and thereby establish through recommendations and modifications in the statutory framework through discussions with relevant stakeholders in the Development Authorities. 
The research also attempts to primarily derive a framework for analyzing the levels of preparing and implementing micro-level planning, to further identify the gaps in the existing framework, that can be used as a base to classify micro-level planning framework for other states as well. The study concluded with proposing several states- specific recommendations within the Acts, pertaining to the sections dealing with provisions of micro-level planning.
