City Climate Action Plans ; an Assessment of Framework
Urbanization is a global phenomenon, which happens because of upward trend in migration of people from rural to urban areas and because of increase in population that is unevenly distributed by region. Global Economy is shaped by this phenomenon of rapid urbanization, with concerns of provision of right services and infrastructure in cities. Urban Governance refers to how government bodies at different levels (local, state, and national) decide how to plan, finance, and manage urban areas. Coordinated adaptation efforts can reduce Green House Gas’s adverse impacts on ecosystem. Both developed as well as developing countries face the challenge to reduce global warming equally. India also is facing global warming and climate change challenges. To boost the progress, there is a need to fill in the gaps in the framework for the Climate Action Plan. To make a Climate Action Plan, there is need of a methodology or framework. This research aims to analyse methodologies applied to prepare Climate Action Plan across different Case Studies and make recommendations which could be implemented in Chennai’s Context and across India. The objectives framed would be to Analyse the framework for preparation of Climate Action Plan and its application to Chennai and to find a scope of improvement within Chennai’s draft Climate Action Plan. The method used is a step-by-step process that includes analysis of the framework and identification of the gaps based on the analysis. The approach to find a solution to boost progress is attempted via a process of reviewing literature, through case studies of climate action plans from the globe and by analysis of one of the frameworks of climate action plan and making recommendations, to fill in the gaps, to the government. The recommendations made are based on the stakeholder consultation and analysis to fill in the gaps to all cities across India, to Tamil Nadu and Chennai. These recommendations would enable government agencies to prioritize laying out of strategies or actions that make climate action plans achievable.
