Indian cities collaborate with non-state actors like global city networks and foundations to develop city-level Climate Action Plans due to limited accountability within the existing policy framework. However, challenges such as disjointed efforts, the duplicity of plans, limited government capacity, data availability, statutory backing, state-city disconnects, and financing issues exist. To address these challenges and include the transport sector, recommendations include integrating CAPs and Clean Air Action Plans into a Comprehensive Mobility Plan (CMP), providing legal backing for CMPs, and improving coordination, capacity building, data collection, accountability mechanisms, and financing strategies.
