Kurla Chembur - Plan for Comprehensive Development

As Mumbai lacks a framework for the implementation of micro-level plans (MLP), localized proposals for specific areas were historically implemented by creating Special Planning Areas (SPAs) outside the DP framework. The intent of the project was to develop a proof-of-concept for an MLP under the regulatory provisions of a Plan for Comprehensive Development (PCD) under Section 33 of the MR&TP Act, 1966. The project focuses on improving the Public realm by redesigning the road network and improving pedestrian connectivity and realizing the development potential in the private realm through the zoning framework & liberal development regulations.
