The delivery of affordable dwelling units in the free market of Vadodara is hampered by the high transaction costs, complex procedures, and time required. The process involved in converting land to built space and explaining different cases requiring the least number of procedures to the most depending on their complexity is first explained here. There are reforms evinced, for optimizing the transaction time and cost and fast-tracking the overall land-to-built space conversion process. These reforms resulted in the shift of the affordability line.
