Delhi 9.0 defies rigid zoning and unleashes development with more malleable planning instruments, redrawing the capital as a participatory, just, and self-regulating metropolitan system. It introduces the "White Zone"–a supple regulatory order that ties incentives for redevelopment to affordability and heritage, replaces FAR limits with Green Plot Ratio (GPR), and enhances the role of the local government in a Neighborhood Code of Conduct. Through an integration of ecological sensitivity and market forces, the project proposes a dynamic planning approach driven by people's participation, trunk infrastructure provision, and demand-side expansion that leads Delhi to its next development phase beyond the Master Plan limits.
