Development Plan

A Statutory Development Plan (DP) or Master Plan (MP) is a key instrument for urban planning, guiding the organized expansion and management of land for various uses. Conventionally, these plans have focused on control and regulation rather than adaptability, often failing to seamlessly integrate land use, transportation, infrastructure, and environmental considerations, reducing them to static mapping exercises.

This studio is dedicated to building core competencies in preparing a DP/MP that is robust enough to withstand uncertainties of the future stemming from factors such as economic growth, market fluctuations, and climate change risks. It challenges conventional ?predict and provide? methodologies, advocating for a scenario-based, flexible approach. Through analyses of national and international case studies, students explore innovative, practical planning, zoning, and regulatory frameworks, applying these insights to a selected case city.

The Delhi Master Plan 2041 was taken as a studio case where fourteen students collaboratively conducted an existing situation analysis across diverse thematic areas, including statutory frameworks, land use, built environment, transport, infrastructure, housing, economy, green-blue networks, environment, and heritage. From this, three subgroups developed alternative proposals at two scales: Master Plan and Zonal Development Plan. The process also included cost assessment, phasing strategies, and implementation frameworks to ensure the plan?s viability.
