Delhi 9.0 breaks away from rigid zoning, introducing flexible planning tools to reshape the capital as a participatory, equitable, and self-regulating metropolis. Central to this vision is the "White Zone" — a flexible regulatory framework that links redevelopment incentives to affordability and heritage preservation, replaces FAR limits with the Green Plot Ratio (GPR), and empowers local governments through a Neighborhood Code of Conduct. The proposal integrates ecological sensitivity with market forces, advocating a dynamic, people-driven planning approach supported by trunk infrastructure, enhanced multimodal transport networks, and demand-led growth. By prioritizing seamless mobility, reduced congestion, and improved connectivity at both local and metropolitan scales, the project ensures that transport infrastructure underpins inclusive and sustainable urban expansion, guiding Delhi into a new phase of development beyond the constraints of the existing Master Plan.
