The public sanitation infrastructure in Dholka is in a critical state, with 7 out of 9 surveyed toilets found non-functional, and major gaps in operation, maintenance, and accountability. Despite being declared an ODF++ city, Dholka faces challenges such as broken fixtures, poor hygiene, absence of water supply, and no systematic monitoring. The Nagar Palika lacks a dedicated sanitation team, with only two caretakers and no inspectors or maintenance staff. This project assessed 9 public and community toilets across wards and proposes three key interventions: (1) Repair and Operationalization of Non-Functional Toilets, (2) Infrastructure and O&M Enhancement through a centralized contractor model, and (3) a Community-Led Monitoring and Accountability Mechanism involving ward-level Swachh Committees, QR-code based feedback, and WhatsApp-based reporting. The project emphasizes decentralization, capacity-building, and performance-based monitoring to ensure sustainable, inclusive, and dignified sanitation services in Dholka.
